      <title>DMR-QA 28 Testing Underway</title>

      <description>The US EPA DMR-QA 28 testing is now underway and samples are now being shipped.  RTC has modified its website to provide an enhanced user interface and increased usability.  The DMR-QA 28 section of the website now lists important dates and provides specific directions to NPDES Permit Holders and DMR-QA Laboratories.  This modified user interface is but one step in many to ensure that RTC remains your first choice for quality.  If you have not ordered samples for testing, time still remains to place orders.  RTC does not impose arbitrary deadlines on ordering.  

RTC continues to strive to be your one stop for all your DMR-QA testing needs by providing a complete suite of DMR-QA samples along with top quality customer support.</description>

      <title>DMRQA/NPDES Permittees</title>

      <description>FLASH UPDATE

The USEPA revised the start date of the DMRQA28. The DMRQA28 now starts May 1, 2008. If you have not ordered your samples you have plenty of time to do so. Remember, RTC does not impose an arbitrary deadline on ordering. You may order your samples at any time before or after the DMRQA28 start date. 

RTC is one  provider that can provide all of the DMRQA samples to your testing labs – Chemistry, WETT and Microbiological parameters.
This gives you a distinct advantage since all of your NPDES information can easily be reported back to RTC. Avoid the last minute panic of trying to figure out which samples came from what provider – order them all from RTC and simplify your life.</description>

      <title>TCEQ Laboratory Accreditation Deadlines</title>

      <description>Beginning July 1, 2008, environmental laboratories producing data for decisions relating to:

   • permits;
   • authorizations;
   • compliance actions;
   • enforcement actions;
   • corrective actions;
   • characterizations of environmental processes or conditions; or 
   • assessments of environmental processes or conditions

must be accredited or certified by the Texas Commission on Environmental Quality according to Title 30 Texas Administrative Code (30 TAC) Chapters 25 for the matrices, methods, and parameters of analysis, if available, or be exempt according to 30 TAC §25.6.*

TCEQ strongly encourages laboratories applying for accreditation to submit their applications no later than December 31, 2007. Laboratories should ensure their applications are complete; TCEQ will not process incomplete applications.

Because of the time needed to process applications, TECQ will not be able to issue interim or final accreditations for applications received after December 31, 2007.

30 TAC §25.6 states:

The commission may accept analytical data provided by an environmental laboratory, for any matter under the commission’s jurisdiction relating to permits or other authorizations, compliance matters, enforcement actions, or corrective actions, that is not accredited according to this chapter if the laboratory:

   (1)	is an on-site or in-house environmental testing laboratory that is:
           (A)	inspected at least every three years by the executive director;
           (B)	located in another state and accredited or periodically inspected by that state; or
           (C)	inspected at least every three years by the executive director and is performing work:
                   (i)	for another company with a unit located on the same site; or
                   (ii)	without compensation for a governmental agency or a charitable organization.
   (2)	is accredited under federal law, including certification by the United States Environmental Protection Agency to provide analytical data for decisions relating to compliance with the Safe Drinking Water Act;
   (3)	provides analytical data necessary for emergency response activities and the required analytical data are not otherwise available from an environmental testing laboratory accredited according to this chapter or federal  law; or
   (4)	provides analytical data for which the commission does not offer accreditation.</description>

Many countries have passed legislation minimizing the flux of trace elements to the environment. On a European level, such legislation includes Directive 94/62/EC (packaging directive), Directive 2002/95/EC (RoHS directive) and Directive 2000/53/EC (end of life vehicles directive). These two Certified Reference Materials (CRM), ERM-EC680K and ERM-EC681K had been specifically produced to allow the implementation of these directives.</description>
