The World Health Organization (WHO), a specialized agency of the United Nations with a primary responsibility for international health matters and public health, is the issuing body of the substances described in the International Pharmacopoeia. Progress towards better health requires international cooperation in the establishment of international standards for biological substances and pharmaceuticals.
